SUMMARY:Environmental Investment Plan Public Hearing
DESCRIPTION:The Austin City Council passed a resolution on Feb 15\, 2024\, directing the City Manager and the Joint Sustainability Committee (JSC) to develop recommendations for an Environmental Investment Plan that will provide funding to close the gap between currently available resources and what is needed to implement the many ambitious sustainability plans and achieve the environmental goals that the city has adopted.\n \n\nThe JSC has created a working group focused on this topic and will host a public hearing at 6pm on March 27 in the City Council chambers to get input from the community. Members of the public will be able to speak in person or remotely for 3 minutes each and are also encouraged to share written suggestion via this form.\n \n\nPlease email rohan.lilauwala@austintexas.gov by noon on Wednesday\, March 27 to sign up to speak remotely. In-person speakers can sign up at the meeting as long as there are still speakers in line.\n \n\nThe JSC also welcomes recommendations from other city commissions. Because the JSC will need to vote on final recommendations at its April 24 meeting\, it will best be able to incorporate ideas that are shared with the commission by the end of March.\n \nProjects\, programs\, and investments will be prioritized that: \n\nReduce carbon emissions\nDecrease water usage and improve water quality and detention\nAdvance the sustainability of City operations\nImprove community resilience\n\nThese project ideas can come from the following city plans: \n\nAustin Climate Equity Plan\nAustin Water Forward\nWatershed Protection Strategic Plan\nOne Austin: Climate Resilience Action Plan\nAustin Strategic Mobility Plan\nAustin Resource Recovery Comprehensive Plan\nAustin Energy Resource\, Generation and Climate Protection Plan\nAustin Parks and Recreation Long Range Plan\nAustin Parks and Recreation Land Management Plan (Recommended Land Management Strategies and Climate Vulnerability Analysis)\nAustin/Travis County Community Wildfire Protection Plan\nCentral Texas Regional Air Quality Plan\nAustin/Travis County Food Plan (under development)\n\nProviding the following information will help move your recommendations forward: \n\nGeneral Scope / Description\nIdentification of which Plan and goal within the plan it aligns with\nTimeline\nApproximate Cost\n\n\nThe intention of this effort is to go beyond business-as-usual spending or incremental annual progress.  We are tasked with identifying the delta between our current trajectory and fully meeting our council-adopted environmental goals. Focus on proposals where we can easily defend how an investment would achieve the goal.  The final product delivered to Council in May will be a full menu of projects and programs with costs that could be funded in various ways to move the needle on climate change mitigation and sustainability in the next 5-10 years. Council will then work between May and August to match projects with available funding sources.

SUMMARY:Charter Review Commission Town Hall
DESCRIPTION:Remember back in May of last year\, when we had those two (kind of confusing) propositions about policing on the ballot?\n  \nIn response to that election (and the high number of other initiatives that have made their way onto the ballot recently) City Council created a Charter Review Commission to look into some proposed changes to the process for getting many of these citizen-led propositions on the ballot. Some ideas they’re considering include:\n\nIncreasing the number of signatures needed\nMaking it clear that if two conflicting propositions pass\, the one with the most votes will “win”\nMoving most of these kinds of elections to November (when voter turnout tends to be higher)\nChanging the naming of these propositions to cycle through the alphabet\, so that every year we don’t just have a bunch of Prop As\n\nRight now\, these are all just ideas (each with their own set of pros and cons) and the Charter Review Commission is currently reviewing them before making a list of final recommendations to City Council…. But before that happens\, the commission wants to hear from you! They’re hosting a town hall meeting on February 8th at City Hall at 7pm. Attend\, learn more\, and share your thoughts!

SUMMARY:Rally to Support Austin Climate Equity Plan
DESCRIPTION:The Austin Climate Equity Plan is coming up for a vote at City Council on September 30. The plan includes a new goal of reducing local climate pollution to net-zero by 2040\, with a strong emphasis on cutting emissions by 2030. Equity – as well as emissions reductions – is at the core of this plan. The goals and strategies in the plan are designed to help counter racist and inequitable policies that have left communities of color in Austin often with fewer resources and worse environmental burdens.\n\n \nThe plan was created by a diverse group of community members\, with guidance from the Office of Sustainability and the Equity Office. Join us to celebrate this exciting new plan and build momentum for implementing it without delay. The climate crisis is upon us and we can’t afford to wait for action.\n\n \n**MASKS REQUIRED**\n**SOCIAL DISTANCING REQUIRED AS MUCH AS POSSIBLE*

SUMMARY:People's Hearing for Carbon Free Austin
DESCRIPTION:From Austin People’s Climate Mobilization\, Public Citizen Texas\, 350 Austin\, and ATXEJ –\nCome pack the rally & council chamber & demand a carbon-free Austin by 2030! Our futures depend on it!\n——-WEAR GREEN & BRING SIGNS!——- \nThe Austin City Council has a chance to take a big step in the right direction by committing Austin Energy — the city’s electric utility — to be 100 PERCENT CARBON-FREE BY 2030! We are fighting for climate protection and climate justice for those most impacted by climate change. We want affordable carbon-free energy! \nAgenda\n6pm – Meet before\, pass out information\, sign up to speak\n6:30pm – Public hearing begins \nCities can fill the void caused by President Donald Trump withdrawing the U.S. from the historic Paris Climate Accord.\nAND AUSTIN SHOULD LEAD THE WAY!\n\nThe current proposal isn’t nearly ambitious enough\, and Austin Energy wants the Council to approve it in a rush. Austin Energy has been a leader on climate in the past\, but the standard for leadership now is 100 percent renewable energy. \nA couple of U.S. cities already have achieved this goal\, and at least 25 have committed to do so\, several well before 2030. Wind and solar energy are now cost-competitive with energy from fossil fuels\, and allow the utility to lock in low prices for decades. This is Austin’s chance to lead the country on climate\, and we must ensure that the City Council doesn’t rapidly approve a plan that doesn’t go far enough.\nNOW IS THE TIME FOR BOLD ACTION. BE A PART OF THIS! \nContact: kwhite@citizen.org \n#CarbonFreeBy2030

SUMMARY:Austin Energy Utility Oversight Committee Meeting Gathering
DESCRIPTION:From the Austin People’s Climate Mobilization Team\, 350 Austin\, and Public Citizen Texas –\nWe are gathering to demand that city council adopts these ideas and takes strong action to act on climate and make Austin CARBON FREE BY 2030!\n—-Retire Fayette Coal Plant in 2022\n—-Retire Decker Gas Plant in 2020\n—-75% Renewable by 2027\n————————–————————–————————–———-Plan:\n9am orientation in lobby\n9:25am walk into meeting\n9:30am-noon Committee Meeting \nWEAR GREEN & BRING SIGNS and/or posterboard to make signs there! \nClimate change impacts (like people being displaced from their homes due to flooding)\, air pollution and people struggling to pay their bills are serious problems in our community. The update to the Austin Energy Resource\, Generation and Climate Protection Plan (Austin’s long-range energy plan) is an opportunity to address all of these issues. We support a clean\, just and affordable energy future. To ensure Austin is a leader on climate justice\, we urge you to adopt a plan that prioritizes the retirement of the Fayette coal plant in 2022 and Decker gas plant in 2020\, and expands renewable energy\, local solar\, energy efficiency and energy storage goals to put the utility on a path to be 100% carbon-free by 2030. The plan should also make local solar more accessible to low-income residents and renters to improve equity and provide much needed bill relief.

SUMMARY:The Nature Prescription: Designing Cities for Health and Happiness
DESCRIPTION:From the City of Austin’s Imagine Austin Speaker Series –\nJoin us for an intriguing evening with the founder and director of the Biophilic Cities Network\, Tim Beatley\, as we discuss how we can use nature to prioritize health and happiness in city design. \nHere in Austin\, we love nature. You can see it in our parks\, our creeks\, and our love of trees. Special places\, like Barton Springs and Zilker Park\, bring us together and enrich our lives\, but there’s more to nature in the city than just parks and trails. A nature-ful city thinks outside the park by pulling nature out into the community\, along our streets\, and right to our front doors. Nature provides emotional\, spiritual and health benefits to the residents of our city. \nThe concept of ‘biophilia’ contends that we have co-evolved with nature and that we have a deep need to affiliate with the natural world. In this talk\, Tim Beatley will discuss the new planning and design agenda of biophilic urbanism and the need for cities to shift towards a more nature integrative approach. Drawing from his research findings and the Biophilic Cities Project\, Beatley will survey globally emerging practices of biophilic urbanism and present some of the tools\, techniques\, and strategies available to advance this vision of nature in cities. \nPlease consider using alternate forms of transportation to get to this event. The Austin City Hall Council Chambers is accessible by a number of bus lines including the 801 and 803 MetroRapid buses. There is bike parking available along the street as well as in the parking garage below City Hall. Parking will be available in the City Hall parking garage with entrance only from southbound Guadalupe Street between Cesar Chavez St and 2nd Street. \nAbout the Imagine Austin Speaker Series: \nThis Speaker Series enriches Austin with insights around creating complete communities where residents’ needs are met nearby. Topics cover Imagine Austin’s 8 priority programs.

SUMMARY:Code Talk - Environment
DESCRIPTION:The first of five Code Talks from the city’s CodeNEXT initiative is about the environment. Come learn about how the draft code addresses the environment as it relates to water stewardship\, flood mitigation\, urban forest preservation\, parks & open space\, and nature in the city. The event will include a panel discussion from community experts\, a presentation from code writers\, and an opportunity for attendees to ask questions. \nAbout CodeNEXT: \n\n\nWhat is CodeNEXT?\nCodeNEXT is the city’s effort to rewrite its land development code. \nAnd what’s a land development code?\nIt’s basically a rule book for the city\, explaining what can be built where. It dictates which neighborhoods can have high-rise apartment complexes and which can’t\, how many parking spaces businesses are required to have\, and basically determines how a city looks. \nWhy does this matter? \nCodeNEXT will determine how Austin looks 10\, 15\, and even 50 years from now. It will influence where density will be directed\, and ultimately\, how much density we will actually have. It will affect affordability because it will determine the type and availability of housing we have in Austin. It will also affect the environment\, our transportation infrastructure\, and social justice issues right here in our local community.
